This is a psalm of
quiet confidence in the face of opposition. And it is because of that quiet
confidence that David can wait for God to act. After all, he knows that He
will. It's just a matter of time.
The reason that
David can act in this way is that he believes God. You might say that he
believes the Gospel. And the key to that Gospel that David points to is God's
covenant love (translated here as 'steadfast love'). God covenanted with David,
and out of that He promised to love him. David believes that and God, in
response to his believing, grants him peace.
It is out of his
experience of God that David calls to others to follow his lead.
