Exodus 18.13-27
I think that it is significant that this major reorganization of Israel, something that affects it profoundly, did not come as a result of a word from YHWH. Moses reorganized Israel because of a word from his father-in-law. I am going to assume that Moses considered its wisdom based on what he knew about God's Law at the time. But the point remains that Moses had some liberty to act in leading Israel that did not require some explicit command from God. I wonder how this affects things like the application of the Regulative Principle.
